iPadOS: Max everything doesn’t cause any lag. You are able to download anything without it crashing, but may crash in flight with super high part builds (5000+). My iPad is Generation 7, by the way.
this is not accurate at all considering that each chip are not made equal. A Samsung Exynos 9611 would be way more powerful than a Qualcomm Snapdragon 801 released in 2014. Yet both of those chipset would not even reach the same performance level of a Samsung Exynos 2100 or Snapdragon 888

usually, a good layman's way to understand how powerful a phone's chipset is by looking at the price (applicable to androids only as ALL new iPhones and iPads except for a few iPad series regardless of the price point would have the same chipset released alongside the latest generation) which means that a Samsung Galaxy A51 ($200~) would be way less powerful than a Samsung Galaxy S21 ($800-1000)

another way to understand the performance level would be by benchmarking using apps like antutu benchmark or geekbench 4. the higher the score, the better.

it's also better to understand the naming scheme of chipsets albeit research must be done to avoid confusion. For the Snapdragon, the Apple A and M series chips, the higher the number usually means better (Snapdragon 801 vs 888) or (Apple A6x vs A14 Bionic) while for Samsung's Exynos series, it's usually a bit more convoluted.
