My airplane will not move when throttled up , it just stays stationary . When I quickly throttle down to 0% , the plane will lurch forward and roll for a short distance . It is almost like the brakes are engaged when throttle is up . The brakes are set to 0% though .

    You've set "throttle" as the input for the thrust reverse, change it and it will work.

    Upload it so someone can help you.
    Otherwise we are guessing at tons of things.
    Its likely you didnt set the engines and landing gear to the proper controls.
    The setting is near the bottom. You can change engine throttle to work with pitch, sliders, etc. Make sure its set to throttle.
