well i mean, if you've got time and patience, you can make little tiles and put them on one at a time

I believe most people just tinker the bottom parts of the shuttle to have higher heat resistance and max heat shield so in a sense you can make any part a heat shield doing that.
I made a futuristic cruiser that needed every part heat shielded so it wouldn't explode while doing mach 10 in side the atmosphere.
Even then you only get so much time for the shielding.
You may be able to fly over 1500 ms without exploding but the heat will eventually build up and the crafts parts will eventually explode if you keep that speed up.
