I typically exceed 400 FPS when using smaller crafts which is completely unnecessary as I only have a 144Hz monitor. I have G-sync enabled on my GPU and I also have the refresh rate limiter set to 144Hz in the in-game settings yet the frame rate is reported in-game as over 400. I have even tried limiting the frame rate of SR2 through the NVIDIA control panel specifically but both the in-game frame rate and MSI afterburner overlay still reports that the game is running at 400FPS. Is there a fix for this? I don't want a similar issue to occur like the game 'New world' where GPUs were popping and smoking due to ridiculous frame rates.

You could try RTSS, it's what I use and it never failed me. If you have MSI Afterburner, it's possible you already have it since they come in a bundle.
