am i capable of effeicently designing and launching a line of manned flights to luna?

do i have the capability to produce several manned flights that can launch 30 times a year to luna? im aiming to provide luna with 30 manned moon missions a year with 20 of them just bieng observational flights that will simply head for luna and slingshot around luna back to droo. there will be 10 manned landings a year that will land on the polar regions and lower regions. the lunar poles are in deep interest at the moment as the aging BRO (brigo reconassience orbiter) spacecraft discovered that luna had dark patches of lunar dust and rock that acted unuasual. this was discovered after the BRO looked at luna over a space of 24hrs. these manned flights will be as reliable as the CALLISTO 2 launch vehicle
