Has the "3-per-day" limit been fixed for planet uploading?

quite a long time ago i read a post or comment about the fact that the infamous "3 public posts [of any kind] per day" is actually broken for planet uploading (maybe other stuff too) and in theory we have unlimited uploads for them... i think it was SupremeDorian or another moderator who confirmed this in a comment and asked everyone to respect the system regardless (which i myself tried to do in most cases) of it being nonfunctional
so, my question is, has this been fixed yet or can we still upload as much as we want (in theory)?
