i've unlocked crew member limit, but some of the crew are 'unassigned'. Wondering how to assign these droods.

You need to buy astronauts first.
Then you will have astronauts to assign.
Remember that you can only assign one craft to an astronaut at a time.
So if you have one in orbit or on the moon from last launch, you will have to buy another astronaut to assign to a new craft.
