How does one spotlight a craft?

I have no clue what that is although it sounds like my radar craft which can lock on and tracks any target and casts a beam of light on it

Back in beta testing (version 0.5.0.0 aprox) you could spotlight, but now nobody can do a spotlight for some reason :/
