RCS Defaults to On

Hi, first time poster, long time follower..... 😆

I'm working on the final challenge; Satellite Rendezvous.

While building and testing my docking craft, I noticed my RCS fuel was partially depleted when I reached orbit. Digging a bit, I discovered that the RCS system was powered on by default and it was firing in the delivery ship's cargo bay! If I forget to manually turn the RCS off before liftoff, I burn through some of its fuel.

My questions is this: How do I set the RCS system to be off by default, where it has to be manually activated?
