Earlier I posted a message about using the command chip for unmanned spacecraft. The problem I'm having is that when I click on the chip and then on properties, the "chip" is grayed out and the command module is in bright white letters. Under those bright white letters I see "set primary". If I click on command module I get edit activation. If I click on command chip, nothing happens. I do not see "set primary" under command chip.

The set primary is under the command pod, not command chip. I'm sorry if I seem dense here, but are you saying that once I put the chip on the rocket then it is activated automatically? I have been putting the chip on the side of the rocket. It sounds like that might be my main problem. If it is, then I really do feel dense. In my defense, I'm a 67 year retiree from teaching.

@OldCoach The command chip must be facing up towards the sky or it will tumble.
And it does appear below command chip. Its already activated which is why it says edit activation groups so when you click on the pod it says set primary because the chip has already been set to primary. -

First I attach the chip to the rocket and then click on it. I have clicked on "set primary" even though it only appears beneath "command pod". The command chip doesn't seem to be able to control any rocket I place it on. Once the rocket gets about 400 meters above the ground it either tumbles or spins out of control.

How do I set the chip to be primary? The text "set to primary" does not show up under command chip.

No, I don't think so. "Set to primary" only shows up under Command Module not Command Chip.

I finally figured how to use the command chip. What I'm seeing is that RCS doesn't work with the command chip.
