RCS Queston/Problem

When using the chip for control, RCS doesn't respond. When I engage RCS, the blue and yellow direction circles move but the spacecraft doesn't change attitude. In the command chip menu, RCS is activated.

Another problem I see with RCS involves Command pod use. Spacecraft does change attitude when I engage RCS but I don't get the free movement I see when flying the docking tutorial. In docking tutorial, if you roll right you have to abate that motion by left roll thrust. I a regular flight, for example, if I yaw right the motion will stop depending upon how long I push "D" button. I don't have to apply yaw left thrust to abate the motion. Also, in flight mode, I don't see any flame or mist exiting the RCS thrusters. In docking tutorial mode I do see that. Is there something I'm missing?
