I think the developers want to avoid the risk of people uploading inappropriate content. If there is a specific part of the application you want to be able to take screen shots of that you cannot then you should make a suggestion, or upvote an existing one. For example if you want to take screenshots of Vizzy, I have posted this suggestion.
