I'm currently running 0.9.403 and i have downloaded the ESS .SR2 File but I have 0 idea on how to actually install it. Some help would be greatly appreciated thank you!

You no longer need to download a file to install planetary systems. From the ESS 3.1 Page when you click the Download link it should display a dialog with a URL. Copy that URL, open SimpleRockets 2 and from the menu screen hit Ctrl+V. That should download and install the system, after which you should be able to create a new game using the system.

@SergejGrauberger but the downloaded file is sitting in my download folder? Where do I put the file for the game to show it?

After you downloaded a system create new game and select the system
