No, it means you’ll be able to purchase the game before it’s complete. Usually on limited platforms. In SR2’s case, it will be available as early access on steam. Then it will be fully released to mobile later this year.@Elonmuskjr

Q1, Q2, Q3 and Q4 stand for quarters 1, 2, 3 and 4 of any given year (in this case, 2018). It’s a buisness term, so you may have heard a stock market analyst talk about “first quarter profits” for a company.
