You don’t need a TWR of nearly 2 for upper stages... 0.25-0.9 is appropriate. 0.9-1.5 is somewhat excessive. My RLV has a higher TWR because 1) I need to circularize before the booster or ship falls back to Droo and 2) I need to land it later.
Also those brake things are called grid fins.
