VKI-1 is a Small Lift Vehicle developed by a Mexican team of engineers led by Alfonso Gonzalez, the lead investor and a rich businessman. First flying in the year 2027, it had been primarily designed to be launched from Kennedy Space Center on leased pads, the rocket itself doesn't require all that much ground infrastructure, so it can be adapted for future Mexican spaceports.
The first stage is powered by an indigenously developed kerosene burning engine. It had a troubled development history, and scientists hadn't managed to fix everything by the time of the maiden launch. This is the source of the soot visible in the exhaust.
The second stage is based on old American Delta-K Second stages, and is very light compared to everything its competitors can offer. This provides the much needed performance to get the third stage satellite bus into a suborbital trajectory.
The third stage is a Hydrazine Monopropellent powered satellite bus, that can remain on orbit for years without significant degradation.
