Ion engines take a lot of power. I’m guessing this entire power plant is just to power a cluster of them?

Yup, this is actually just something I uploaded in order to share between my computer and phone. This is just my way of playing around to figure out how useful they are by themselves. I have 25 engines, and this is how many solar panels it took to power that (almost, even then it's closer to 90%). I also found that power management was a pain, so I have an updated one with Vizzy to handle that).
