retro rockets have no stage activation, so you need to use the activation groups to toggle them
note the rocket is not orbit capable, as it was intended to test out the retro rockets before orbital flights on the atlas rockets
(also the capsule opens when you activate the first retro rocket, sorry i missed that before i released)
