After a test, it turns out the XR-7 is capable of launching the Blossom Space System Capsules, however, the service module has to be used to complete orbital insertion, if you shut the engines on the first stage down so it has 7% left the lower stage can then be landed in the ocean (or a droneship if you place one there)
