Buck Marshall, the mayor of Juno Village, noticed on how many hikers lost each months, and its concerning. He decided to start the Juno Search, Recon and Rescue (J-SR2) program so he could rescue lost hikers, especially using aircrafts as faster and wider searching area method. The lake on northwest of the mountain ranges and the smaller lake on the southeast of the mountain range are also part of the J-SR2 program search area. Strangely, he made this program with no preparation of aircrafts operating. So the local citizens of the village starts working together on designing their aircraft. Buck Marshall also gives these requirements for the design:

•A design with 1 ton of payload while having MOTW no more than 4.1 tons and having STOL capability at the same time
•2 engined aircraft with amphibious capibility
• can be fit into a rather small hangar while being easy and cheap to maintain

He also invited designers from outside the village to help the design, which took only about 21 days as they work day and night, and pretty much the design taken from documents of the G-21 Goose that provided by designers from oustide the village.

The aircraft then developed into diverse purposes, such as goods transport, skydiver transport, flying ambulance and in this instance a passenger transporter.

Instruction on how to take off from water

The aircraft will bounce around in the water so make yourself used to with that
•Turn on AG 1 and turn off AG 8
•Flaps set to 100
•Throttle at 100
•Pitch up while doing take off run
•With loaded weight, the aircraft has a take off speed of around 32 m/s
• Flaps set to 0
