It is not supose to ...
it is meant to be an exploration vessel :)
It has 2 sets of rcs ,the st controlled by ag.10 it is more powerful , the other one is just 4 in space ,near object movement .
4 Atmosferic flight just use rcs and main engine .
... The shp has implemeted ,sort of " Shifting Gear " controlled by Slider_1 where 100% if ,is fwd + booster ,-80,90 % if is Booster Revs ,and -100 % of ,is complete shp reset ...
4 in space parking ,use just rcs 4 approaching and disable even those ,for near object movement . As a2nd set of rcs ,is just 4 that purpose only ...
