This is a nearly-orbit-capable spaceplane. The solid motors on the wingtips are a JATO (Jet Assisted Take-Off) system. Personally, I never land on the runway, as it takes several dozen kilometers of gliding to decelerate from a typical cruising speed, but it can reach high (>1km/s) velocities and sustain them for large portions of an hour.
