Not sure if it works for this one, but after some balancing changes I was able to use flaps to control my climb and altitude at the same time. Full trim lets me fly up to but just slightly exceeding 13,500m at 130m/s, about 44,000 feet at 290 mph. Need to solve a slight tilt issue though.
