During the 70's there were several ideas of creating an orbital refueling space station, which consisted of loading fuel to the ships that arrived at the station, whether manned or not, for transport to other planets such as Mars or the moon but at the time these plans were abandoned (I do not know why but it must be due to lack of money) but in reality it would have been a good idea for human expansion to other planets
