I ran a test to see if solar radiation could be "manipulated" in any way with protective layers of water and xenon, (both known to partially protect from solar radiation), I launched this from my highest possible orbit (300km) to see if such things are possible in SR2, and my conclusion is no, they are not possible.(1415.2 SolRad (Unprotected)

CONCLUSION: protection from solar radiation is not possible, though you can feel free to disprove me, just download the programme and get to work.
