This si the second rocket in the Pioneer line. It is smaller than the Pioneer 1 and has a smaller amount of delta V. It has had many orbital tests, all of which were succesful with fuel to spare.
Flight tips:
At launch, turn the thrust up to 100% until you are at about 150-200m/s. At this speed, throttle down to 30-50% to your liking. If you want you can keep throttle at 100%.
Once the boosters run out of fuel, wait about 2-3 seconds before firing the core stage and separating the boosters. In this time, turn throttle down to around 30%. After you have cleared the boosters, throttle up to around 50%.
Perform a gradual gravity turn until you are at 90 degrees, and your apoapsis is at 100km, then shut the engines off. Lock prograde and time warp up to 10 seconds to apoapsis, and fire the engines to 100%.
Once out of fuel, separate from the core stage and keep the throttle at 100% and circularize.
Now you can proceed with your mission with what fuel you have left!
