You can seat droods at the striped sections.
I have marked the center of mass so it is easy to hoist onto a docking port.

@ExplorationAerospace basically yes. The bigger the better. Buoyancy works on the center of a part, so a single tank easily rolls over. You can use multiple segments (like this craft) to make it stable or you can use a big tank and put some weight on the bottom (like batteries, they are heavy and your engine probably needs it anyway) so it floats right side up.
Lastly you can use the tinker panel to adjust part buoyancy between 0 and 200% if necessary. -
How does one go about building an boat? It is by using empty fuel tanks?
