it takes the nuclear thermal engines just about 10 seconds (from throttle up time) to produce their maximum thrust...it didnt lag when i tried it - those engines are really efficient in a vacuum, but dont produce much thrust for liftoffs - the regular combustion engines (kerolox/methalox/hydrolox) have a much faster throttle up time, and higher maximum thrust per size - the power cycle will effect the throttle up time also.

The engines are a little too big. That is gonna cause lots of lag, with the engine plumes and everything.
