The Neptune IB was an earlier version of the Neptune V. It was mainly concerned on as to test and use the New at the time: Neptune Spacecraft.
Originally, it used a smaller N-S1 and an older Neptune Spacecraft Block-1. This model, however, uses an N-S12 first stage and a SusDragon II Neptune Spacecraft B-4. It also tested the reliability of the E3B.
The Neptune Spacecraft B4 does not have a reliable RCS system.
About the Spacecraft: atop the rocket, sits the Neptune Spacecraft. It has just over 2.6km/s of DV. It uses a parachute/powered descent system to reenter the atmosphere. After the Drogues are deployed, the main chutes open. If anything is to go wrong, such as: too much speed or landing on the dry land, the Kerolox sea level engines can fire for a short time to descend it safely to the ground or the sea.
