For ISVs, the TinkerPanel is a must. If you select a rocket engine, go to the TinkerPanel, and select the rocket engine section, you can edit the amount of fuel the engine consumes by changing the "Massflow" property. If you lower it to a number, say, 0.01, you can get hyper-efficient engines.
