Welcome to "The Dalek," a purpose-built ship just for getting Evelyn Shotwell's DSC Secondary Runway contract done. I think it's meant to be done with an airplane, but making a Mach 3 jet that can also land on the tiny Juno Village runway without cratering is hard, so here we are.
How to use:
1) Lock heading up, throttle up to 100%
2) Wait until you reach exactly Mach 3.0, then cut engine, unlock the heading, and deploy the parachute. You'll be around 30k meters when you reach Mach 3, and around 40k meters by the time you start falling again.
3) You'll drift sideways a little on your way up - this is unavoidable, it never goes straight up. Keep an eye on your target marker as you come down, and if necessary, repack the parachute and fire the engine to correct course, like you're doing a precision lunar landing. You have plenty of fuel left to adjust course (about 1.4km/s dV).
4) You don't have to land directly on the end of the runway - anywhere flat that's on or near the runway is fine.
5) Once you land, drive over to the target markers like it's some kind of Frankenstein Dalek.
Boom. Done. DSC Secondary Runway unlocked.
