The TLX's fins are useless during takeoff but during reentry, they will brake the TLX to zero lateral ground speed, (nose pointed at 90 degrees, the wings folded for better control during this phase) after that. nose will point the horizons (descent on the belly like the starship) with a small corrective movement of -10 to 10 degrees to regulate the lateral speed (like an skydiver ) descent from one side to the other, when it arrive between 2000 m and 1500m 'it will turn vertically and start this descent propelled until the landing @Arstotzka
