NOTE
As of SR2 version 0.9.923, there is a stock RTG part available in the game, this one was made before said update was a thing. If you have that version, i reccommend you use the stock one over this one as it saves on part count and thus performance.
Original description:
It's a radioisotope thermoelectric generator that actually generates power in-game. It uses a small XML'd nuclear engine to consume "plutonium" (in-game its just liquid hydrogen fuel for the rocket engine) and generate a bit of power.
I didn't base it off of anything specific, but tried to keep the relative size similar to Cassini's RTG (in-game astronaut provided for size comparison). The power generation is also off, IRL these tend to produce up to only a couple hundred watts while this produces around 1.4 kW.
The rocket engine has an input of MachNumber>=0, meaning that it should work both inside an atmosphere and in vacuum. (i didn't test it lol)

it uses a hidden rocket engine inside to generate power, the attributes of the engine were changed with the built-in XML editor tool so that it consumes a small amount of fuel and generates some power

edited the title and description, since as of version 0.9.923 there is now a fully stock RTG part in the game, therefore this is a legacy thing now
