USA-11 and USA-12 are 2 spy satellites that are deployed on 1 Inertial Upper Stage. They are both deployed on STS-51-J. They are both DSCS-III satellites.
Each satellites have these Activation Groups:
AG6: Beacon Light
AG7: Gyro
AG9: Solar Panels
Save the Inertial Upper Stage, the satellite (choose 1 of them), the satellite connector or all of it as a subassembly. The Inertial Upper Stage has 4 cameras: Staging Camera 1, 2, 3 and 4. Staging Cameras 1 and 2 are on the first stage while Staging Cameras 3 and 4 are on the second stage.
Each of the satellites has 2 cameras: Earth-Observing Camera 1 and 2.
It also has a satellite connector. It is built by 2 interstages. It is located between the two satellites. When you deploy USA-11, switch to it, timewarp until the Inertial Upper Stage and USA-12 makes distance and goes to the safe zone where they won't be hit and detach the satellite connector. Before doing all this after deployment of USA-11, Activate all Activation Groups.

It's actually not based on my ACTS with Transfer Orbit Stage. I just taked the subassembly (Inertial Upper Stage with 2 DSCS-III satellites) to the designer then removed ACTS with Transfer Orbit Stage.
