This is ISRO’s ADMIRE test vehicle. ISRO has been very secretive about this so not too much information is available. It is not even sure whether it is a two-stage or one-stage vehicle.
ADMIRE stands for Advanced Mission and Recovery Experiments. It is not a rocket, but a testbed for ISRO to practise reusing rockets.
BTW the gridfins are not functional, they are only for display.
