The Inertial Upper Stage is a transfer stage that transports things to GEO (Geostationary Orbit) or to deep space. I will post an interplanetary version of it after my interplanetary missions with it. For the payload as Chandra X-ray Observatory, put the interstage's style to none then put the upper radius of it to 1.90 meters then put the height of the interstage to 0.10 meters.

Replaced Interstage with fuel tank as the spacecraft interface.
Another Interstage was installed on the spacecraft interface.
Made the fuel in the spacecraft interface monopropellant for the new RCS.
Added RCS. The disadvantage is that you can't go backwards.
It is in the military tag because it helps send spy satellites to their proper orbit like the DSP satellites (except DSP-23).
