Capability of rewriting input controller in part properties(not in tinker panel) only change when starting a flight

When turning on tinker panel, it is not able to write the input controller until starting a flight. When it is able to write the input controller, after loading a career game or turn off the tinker panel, it is still able to write the input controller until starting a flight. No error nor warnning in craft validation of career mode are created showing that input controller is changed.
