During the last step of the vertical shot tutorial, the part properties panel for the command disc needs to be closed. The close button overlaps with the top center tutorial name/description UI Element, preventing the highlighted 'x' from being clicked. Ideally, if these overlap, the top center UI element should have lower priority and render behind the other UI elements. The tutorial was launched via the launch menu and not from career mode.
