Check out the craft in flight. Six struts with many RCS nozzles, all pointing directly aware from velocity vector. Half the struts have active RCS nozzles and the other half are inactive (based on particle effects anyway). I would think that none of them should be doing anything given the orientation and direction that the craft is moving. Note: I had infinite fuel enabled.
Side Note: Those particle systems look lame.
