@YaMomzBox420 So i was able to figure this out and can now pretty reliably rendezvous with a craft within a few hundred meters and no relative velocity, but i'm facing a new problem, as usual.
I originally docked two modules together, face to face. Each module has an extra docking port on the rear side. To put these, I had to rotate them upside down on the craft.
Now for some reason, I can't dock with either of those two with my next module to be installed. Should I get rid of those ports on the rear, and move them to the sides? It's really strange. Multiple times I got within a few meters of the port and no magnetic pull occurred, at all.
@ChaoticGraviton Sure. But like i said, these are default, vanilla crafts and panels. You could probably check on your end too and i suspect it would be the same result.
I was just able to confirm that the reflections are only appearing on the backside of the panels, aka, the non-active surface. Probably a bug? I haven't modded the game at all.

I know it's not a big deal, it's just odd because I really like how they looked in the past. Realtime reflections are on. All graphical settings are maxed. This is how they look for me

There's a really prominent flare that appears when facing the sun. It just doesn't appear at all anymore.

Thanks for the answers. What I'm seeing is the backside of solar panels are reflective, but the actual sun facing parts are not. Not sure if it's a bug or something, but i just confirmed it now. I'm talking specifically about the really bright star reflections you'd see in panels in previous versions.
