C1 is a prototyte space plane developed to make the process of reusing the craft easier and with a lower cost. The C1 was quickly abandoned for it's control issues upon lift-off, which made turning a lot harder and the high price of the C1, which makes failure a true defeat.
Even with these problems, the C1 still can carry up to 16 tons to LEO. It might also be possible to convert it into a crew carrier.
