Auto Credit Based on NathanMikeska's Unequal Crossfeed
Launch the craft and get into orbit. While in orbit with the final stage, use the multi-directional RCS. It seems like they are not configured propertly or something. If you save and exit, then come back in to flight scene with that final stage already in orbit, the RCS appear to work as I'd expect.
