Pitch control surfaces moving in wrong direction or randomly change direction

Auto Credit Based on NathanMikeska's Auto-burn starts while editing burn node
This abomination of a craft has trouble with its pitch control surfaces. I cannot get them all moving in the same direction. I believe did successfully accomplish this once, but the next time I loaded the craft, it was broken again without chaning anything.
