The stage burn time displayed ought to represent 100% throttle. The game did used to do this. If you use an old engine from a previous design it works fine although you don't get the new features obviously.
@GamingLaptopNoob I am having the same issue. The problem is the battery runs out and the solar panels do not charge the battery. Can't work out why but it may not actually be implemented in the game, yet.

I built a land based test setup with battery, xenon and solar panels to test this. If I time warp while burning I can flatten the battery quite quickly. However if I time warp for ages while 'charging' the battery via sort panel the level remains at zero. I'm not sure the solar panels are charging the battery at all.
I have found this too. It also happens in lunar scenarios sometimes.
