Scramjets in particular would be quite useful actually. IRL they can function in space using the remnants of the atmosphere. It would be very useful to launch small satellites extremely cheaply, which would be useful in career mode contracts.

According to that logic, water would be extremely flammable. It is possible to decompose water into hydrogen and oxygen, but it requires a lot of energy and is quite heavy.
Thermonuclear engines don't work like that. They just heat up the hydrogen, which turns into a gas and, consequently, expands and generates thrust. there is no combustion
